Vetting nominees for senior positions in the administration is a responsibility of President-Elect Trump. He may delegate that authority to another, but has not done so.
It would seem President-Elect Trump is picking and nominating simply with a short hiring interview. There is no vetting of any information. The House Ethics Committee’s report on President-Elect Trump‘s nominee for Attorney General of the United States, Matt Gaetz, brings this point to light salaciously.

The credibility of all other nominees besides Gaetz is drawn into question. Lacking prior vetting, the Senate must do the vetting of all nominees.
